H1 cannot be denied based on your immigration intent

If they deny your h-1 applicaiton, they must give other reasons. They may ask you to get visa from China. In case such a bad thing happens, you can still comeback using your AP, no bad impact to your H-1 status. Of course, you can choose to apply h-1 visa in China instead.
