If your purpose is solely for the visa issue, it's definitely not necessary wasting your time and money to apply.
10-year visa is for B1/B2 ONLY, not for H1b. Even for H1b, multi-entry, long term visa (expiration date will be the same as that printed in your I-797) is also not guaranteed.
