求教:為什麽P4不來, Appication卻轉到了CIS了?

我和老公是L類簽證.P3在2005年7月回複後,P4 遲遲不來.寫信問了美國駐廣州領事館,回複說是
We received a request from the Citizenship and Immigration Service(CIS) that
your application should be returned to CIS. You will be contacted at a later
date to resume processing your application.
什麽意思啊?這是正常程序呢,還是哪裏出了問題?
