no more national interest waiver?

I started to pay attention to Green card application from November. I visited uscis web site today. One month ago there is information about applying green card without employment, which is through national interest waiver. But now there is no such information any more. I even notice that there is no special category for nurse or doctor any more.

Does this mean that now we all have to apply for Green card through employment?
