Before you make the decision,you should review your I-140 case & the reason that the immigration officer deny you first,if your case is enough strong,and meet the requirements of INA, you may file a motion for reconsidering,it's easier than appeal.The same INS office(i.e service center)will process the kind of application.But if you file an appeal,the case will be transferred to the headquarters of USCIS in Washington DC,at least one year,the average of winning only 5 percent.If you think that is difficult to convince another immigration officer with your case's smaterials ,don't waste time,give up & resubmit it with reoganized case.
