申請了140，是不是一種移民簽證？？？

我被laid off。找了兩個月的工作沒有找到。老婆是F1,我想轉成F2。我是不是該填I-539表？其中有一項問:“Are you an applicant for an immigrant visa?",還有一項問：“Has an immigrant petition ever been filed for you?".

我99年申請過NIW被拒，也沒上訴。後來2004年遞交了RIR,但是現在LC也沒下來，我也被laid off了，2005年11月又遞交了NIW I-140. 那我的那兩個問題該怎麽回答呢？I140是一種移民簽證嗎？

H1轉F2都需要什麽材料？
