A school may have students in F1 and apply 140/485 and AP. For these students, they need to apply EAD to continue the study after using AP.
So, the International Office may just ask you to get EAD even you are using H1B to working for the school. They don't understand the difference of using AP for F1 student and H1B employee in their schools.
