Actually my understanding of the memo is that:
After you come in with AP, you are in AOS status not H1B status, however, you can continue to work for your employer without EAD even you are under AOS status as long as you have a valid H1B approval.

And you can extend, transfer or get a new H1B to convert your status from AOS to H1B.
