B2 visa?

Hi.

I filed I-824 ( Application for Action on an Approved Application or Petition) for my wife. Our case was approved and transferred to US consulate at Guangzhou for immigration visa. Due to the retrogression, US consulate suspends this case. How much possibility will the US consulate at Shanghai issue a B2 visa to us?

Is there anybody having similiar experience? Any comments or sugestions will be appreciated!
