this means YOU have to have spent 2 of the 5 years in the US before your CHILD's 14th birthday.

You can get a US passport for your child from the US embassy in china. I am a little fuzzy on the specifics, but I think until your child turned 16 or 18, he/she can choose to become a US citizen or not.
