Will we be able to file I485 before the case hits its priority d

Very disappointed to know the exclusion of section 8001 in the recently passed report. However, it's not clear to me whether we will be able to file I485 before the case hits its priority date and enjoy the benefits of having EAD and AP. Could someone please tell me whether we can do that going forward? Thanks for your information.
