Things changes recently.
1. He is only allowed to come back with a valid I-94 within 30 days of visiting Canada.
2. If he applies for a visa in Canada, he cannot come back with only a valid I-94. He has to use the visa to come back. So if the visa applicaiton is deny, he has to go directly back to China, he can not come back with only I-94.
3) However, if he is granted a visa, which bears usually at least two entries, he can use one to come back from Canada, another one for visiting China and come back, no need to apply visa in China.
4. It seems that applying visa in Canada is easier than in China. But no guarantee. The risk is, if denied, no return.
