The development doesn't look very good to me.

House has been very hawkish on immigration and there are so many issues on top of that, the 8001 could be easily overlooked and compromised. HR 4241 or amended S 1932 would be the final version to be sent for voting if the committee doesn't work on it. The situation is, if nobody brings up 8001, then there is no such provison. Even it will be brought up, there is still more than 50% chance that is opposed by house committee members because it reduces chances for the whole bill gets approved by house.
