It's pretty simple to see if you are qualified for OR. Check INS website and find out requirements for OR application, if you meet three out of certain criteria ( 8 of them I remember), you are qualified. It was the main category that most Chinese went about two years ago because INS was not restrict to check the qualification of each criterion that application proposed at that time. But now INS put a lot of restrictions to these requirements.
Try NIW if you don't meet the criteria of OR.
