真正的排期將從2001年9月11日開始。因為從那一天起的很長一段時間，移民局的人都去反恐了，而移民案從那時起才開始積壓的。另外我相信，以 perm 拿到 I140 的人，其真正拿到綠卡的時間不會早於那些還在等 RIR 的人。
