You can apply for H-1B even you filed I140/485. You can file petition for H as long as you have a valid non-immigrant status such as F-1, OPT. However, if you filed I-485 and I-765 and I-131, and if you obtained EAD and AP, you are still on F-1 if you do not use AP or EAD. Filing I140/485 does not void your current status for F-1, OPT. If you use EAD, you can file petition for H, but you have to obtain H-1 visa stamp outside of U.S. and reenter for new I-94 card.
I am not sure about the difference between OPT and H-1 for Perm. I know many people filed I140/845 based on NIW or Eb-1a. No difference for NIW/Eb-1a. No idea bout Perm
