where to file I-131_rejection notice: wrong file location

My case is I-485 pending based on family case. I file I131 at chicago where I sent I-485, but I got notice that I sent to wrong office based on the box checked in part 2:

a.I am a permanent resident or conditional resident of the United States and I am applying for a reentry permit.
b.I now hold U.S. refugee or asylee status and I am applying for a refugee travel document.
c.I am a permanent resident as a direct result of refugee or asylee status and I am applying for a refugee travel document.
d.I am applying for an advance parole document to allow me to return to the United States after temporary foreign travel.

I checked d.

I was asked to send the file to U.S. Dept of Homeland Security , Bureau of citizenship and immigratation services office of international affairs, Washington, DC.

I am confused because I could not find this loction in the instruction. anybody knows what is going on here? thanks.
