Without knowing your background, it is very hard to advice. You may go to the USCIS website to check the published appeal cases.

You may fight for the second denial reason ("The petitioner is no doubt vital to the project, but the petitioner's H1B visa can assure his continuent participation in the project") NIW is based on a person's own merit, and this reason does not stand.
