Just keep yourself safe. Since it takes three weeks for routing in school (for equal opportunity of employment), you'd better get H1b approved before you transfer. Unless the new school has done the routing and is ready send the petition package now. Your new boss could be happy to save the $750 training fee.

Overall, you pay $1,000 extra fee now and get it approved in three weeks. Your new package will be ready after at that time. Then, just spend $185 for the new one. When you get the receipt, you could begin to work.
