1) If you want to keep your current H1B, then NO. The reason is: your current H1B is only for your current employer.You can not work for other employer based on your current H1B. If you do, you will risk "working illegally".

2) If you want to use your EAD card, then YES, you can take the second job. However, once you use your EAD card, you are no longer a H1B, you are I-485 pending.
The drawbacks of using your EAD card are:
a) you need to renew your EAD card every year.
b) if your I-485 got denied, then you have to leave USA immediately.
