My suggestion (if you don't want to hire a lawyer) is to find the post from the guy who re-submitted his application in TSC and got approved. He mentioned in this post that he moved to TSC region and resumbitted his application with photocopy of everything and got approved very quickly. Then you can try to contact him by QiaoQiaoHua or leave a post here looking for him. He has done that and should be able to help you.
