You don't have to have your employment verification letters from your prior employers before they file the PERM application on your behalf.

What your lawyer wrote is that you have to be able to show them you obtained required experience for the position before they file I-140 for you. When they file your i140 application, they need a copy of the letter from each of your prior employers. They will include them in the application package.

My lawyer drafted the letters for me. Ask yours to do the same. Otherwise, it will take longer to get them what they are looking for. Given that being said, why don't you get it right in the first place. Good luck.
