It really depends. You can apply in canada before you go back to China. But you have to consider if you are denied, you can't come back to US. Also, you have to make an appointment. I am not sure if you can make it before early next year.

I don't see any reason you can't get visa in Shanghai, but also consider the background check if you work in some sensitive areas. It usually take some time.
