You can argue someone made a mistake on passport. But since he had come to US once, so the birthdate on visa must also wrong. So, from VO's point of view, depends on if your father did the visa interview in person, he had three chances to catch the error - 1) when issued the passport, 2) make visa application, 3) fill I=94 at the border of entry of inspection. So since he consistently filled out the wrong DOB, it would appear to the VO that he was intentionally misrepresentating the fact. Better to have a explanation for all these.
