There is no way your father can convince the VO. If your father does not want to use the previous visa case for the new visa it may be better to say that he has NOT come to US before simply because the person came here was not him (from the VO point of view different birthday can not be the same person).

If your father does want to use the previous case then he may be asked to provide the used passport and not sure what will happen then if he cannot provide the evidence (even though the old passport is expired VO will ask for it because most people, if not all, would provide the evidence). You can say for whatever reason as suggested by the others but VO can ask for what he needs ...
