every univ has its own rule on sponsoring faculty PR case. My big lesson was I didn't talk with the responsible guy in advance. Then I ran into big trouble to get his signature. I had to use every means to push him finally did for me. I feel bad for that.
But if you do NIW, nothing to do with them, though.
