go with OR, if you can get sponsorship from your univ.

A sponsored appeal is a lot stronger than the others. Your case is fairly above average. BOth NIW and OR should be fine. It all depends how you draft your statement and how the reference letters comments on you. Be sure that the way of comments in the letters are different for OR and NIW cases. Also, my attorney told me for NIW case, letters from industry are detrimental, or at least useless, since industry has the interest to get the most profit, which might NOT be the interest of the nation. BUt I found lots others use industry letters, don't know who is correct. But for sure, when you go with NIW, letters from someone working in government are among the most helpful ones, since they are the ones defining the nation's interest.
