You can if you think your case has an obvious change, which can prove your nonimmigration intent.
I would suggest you wait for several month.

My friend's parent got rejected for the first time. After his visit to China, his parent got multiple entry B2 easily.That means somehow your trip back to visit your family is an indication that you guys do not have immigration intent.
