Here is my understanding, it is open for discussions.
Since two versions are not identical (The Senate version contains the immigration info that we care the most, while the House one does not), the bill has now to go through a reconcillation comminttee to reach the agreement. The final reconcillation may or may not contain the immigration info. In other words, risks still exists!? Is this right?
Nevertheless, it is one step closer. No questions about it.
