I don't get it. since your wife has H-1 status, why don't you just make an appointment and apply for a new h-4 visa from US consulate in vancouver?

and moreover, why did the chinese consulate take you old passport as they normally only cut a corner of your old passport and return it to you?

To me this is a very simple case. I don't think you need any help at this point, and no one can help you as well
