How does the vote work?

I didn't read the Bill 4241. My impression is that the Bill covers many different issues such as oil, budget cut and immigrations.... I know the immigration issue is the one we all care more. Is this true if the Bill pass, everything in the Bill got passed otherwise failled? How does the vote affect the immigration issue?
