Yes, you are right. It may take several month to get final approve from DOS (for my case, about one month). However, DOS will send you a letter indicate that they received the 'on objection' notice from China Embassy. You can then ask your department to prepare documents for visa change (such as change from J-1 to H1b) without the final approve.
