DOS doesn't care about who supported your visit. They only cares about whether or not you and your government will provide all required documents such as "no objection" letter. The key to J1 waiver based on "no objection" is to get the letter from Chinese Embassy. As long as DOS receives this letter, J1 waiver is almost guaranteed.
