how come budget bill and immig

how come budget cut bill and immigration bill are connected together ?
I mean if the bill has a buget cut,then it will never get passed.
Why they don't sepearate the immigration bill out from that f@cking buget cut bill ?
Are they doing this on poupose so it will never get passed ?
