The above notice clearly indicated that you need demondstrate 1): your wonderful academic history.
2) the impacts of your work on national interest, 3)the impacts of your work on your peer's research.

coolect evidence which is relevant to above three aspects, and compose a RFE response letter. Then you will be ok.
