Submit the first two and ask

your lawyer to write a letter for the third one, if your case was filed by your lawyer.

It seems the materials (pablication and others) in your original applicaion do not strong enough to qualify the requirment and/or the partition letter was not written well.

It seems that you have submitted some papers and patents.

Now you need to find the two as required in the notice to support your claim that "our ability to serve
the national interest to a substantially greater extent than the majority of your colleagues" It means that you are better than other colleagues.

If you can find enough materials for the first two and write a strong letter, you will have a good chance to get your case approved.
