no 5-year bar rule.

> 180 days 3 year-bar, > 1 year 10-year bar. Both are mandatory to comply by officers in the excecutive branch. exception can only be made by AG of DOJ, DOS/DHS Secretaries at the cabinet level or immigration court ruling.
