If it's not so difficult to get visa in China, who wouldn't want to go back to visit their parents, friends and check out career opportunities. Talk is cheap, particularly by a career politician. If there are concrete steps towards alliviating the pain in the visa app for the students and H-1Bs returning for short visits, I'd believe.
