You may apply EB-1 with TSC, which will be safer. As far as I know, TSC is very freind to all EB-1 and EB-2. If you apply different category, you should be fine. Just yesterday a friend of mine got her EB-1 approved with only one recommendation letter. The other way you can do is that applying the same NIW to TSC. Once one is approved, withdraw the other one immediately. I think that will work for you.
