following to join issue

I recently got my green card through NIW and filed I 824 for my wife to follow to join. And recently 824 was approved and cable was sent to Guangzhou as to CIS website. Does anybody know if I need to send documents and my wife's personal info to Guangzhou as well or simply wait for the packet 3 (I did add the addendium of my wife's personal info with 824)?

BTW, Does this big retrogression also affect our case as
well? (but USCIS website said no any extra waiting time needed).
