Historically, senate is pro-immigration, and house is a bit hostile. However, the chance is good this time. Economy is good. The unemployment rate is low. Both bodies of the congress are controlled by Republicans. Republicans have a tradition of pro-business. While, it is very difficult, if not impossible, for them to pass any broad amnesty immigration bill, they are quick on business request, including business immigration.
