When you change your employer, your first H-1b with CSC automatically expired (because H-1b is sponsored by current employer). So there is no overlap. You can go to the second one after you SUBMIT new H-1b petition with TSC. You don't need to have a receipt number, because the receipt number usually comes two weeks later.
