need to be finally approved, it need to require a
visa number from DOS, it is done by computer system.
When the USCIS officer sent this request, it will get
denied from DOS if the applicant's PD is not current.

with anyone. Someone has said, it is possible that the
case had been approved before Oct 1st, but for some reasons,
the notice was sent out a bit late.
