I thought your friend I 485 was approved before October 1. They do Biomatrics, code 3 was one of the steps to complete the I 485 procedures. Last month I saw some person's article that he got I-485 approve notice, but in the notice told him to do FP to complete the I 485 procedures. I think this is the case for your friend.
For the I-485 receipt, some times you will get it even though the cut off data was not current. This usually happen in the first month that has cut off data set up.
Good Luck! The cut off data might not move or slowly move within several month, but might be suddenly become current or move for more than one year. It happened before.
