移民加拿大用的Police Certificates

CANADA官方網站有這一說：You and your family members must provide us with a police certificate issued by the authorities of each country in which you have lived for six (6) months or more since reaching the age of 18.
Certificates must be originals and issued within the last three months.

不知什麽機構可以作the authorities of one country for a police certificate? 中國的證明能否用在公證處辦的無罪公證，幾年前出國時辦的。當然這樣三個月的要求是滿足不了啦。請有經驗者指正。多謝！
