it mean you dont have to, but AP instruction is for all applicants which include some country which their H1B visa is multiple entry visa. but if you are a chinese, you have to get visa everytime you re-enter into US, theoretically, you might get H1B visa stamp on your passport based on visa officer's judgement, things you have ot remember, you might be denied. that is why you need to apply AP as a backup
