What are your qualifications?

For what reasons, you said in your petition letter that "you should be excempt from filing for a labor Certificate within 30 days"

Intention to deny, means "the officer doubt if you are eligible for the category you applied for" so they they need conclusive evidence. Check your eligibility first, if you think you are eligible, then take an action like those in response to RFE.

RFE just for people who are eligible for the category they applied for but need more strong evidence to support.
