that is what I am thinking of. there might be a 'filter' when they receive the applications. how the filter works is hard to figure out. 'strong' or 'weak' cannot explain what has been happening. it should be more 'sophisticated'. some cases are selected intentionally to be processed fast. but the criteria may not be as simple as some people are thinking.
