I understand what you mean is that, when the application comes in, it will be assigned to an officer immediately. So the speed of the case depends on how hard working the officer is? Otherwise, I think all the cases are put together and when an officer is available, he/she will pick up a case waiting in the line. this is how it works in the chinese consulate and CIS local offices when we go there to apply for something. I think either way is possible. what you said is based on the first assumption.
