Only USCIS can send letter to DOL ask for re-certified LC. employer and lawyer could not ask for it in case of cheating problem.

the only way is your lawyer send your 140 petition with LC copy and letter to state the LC is missing somewhere. IN fact, the LC approval notice should send both employer and attorney. when you returned 45 day letter, your attorney should mention the new address in the ETA-750 form, if not, should be your attnoery's fault. and post office should forward the mails at least for half year...so it is also the possible that they never sent out the LC to your lawyer. I know someone's LC certifed in April and got the LC in AUGUST.
